The first thing to do in a new world is to try and find a suitable site for your operations, and to mine some resources.
Tried it out in creative. It looked like there's quite a difference in efficiency between 10 and 50 MJ/t. I started several max size quarries, supplied by Redstone Energy Cells outputting varying amounts of MJ. The highest finished about 2/3 of a layer, the lowest one a bit more than one full layer, so there's definitly a difference.

The solar panels you're using produce EU (Industrial-Craft Energy Units), but what the Quarry needs is MJ (BuildCraft Minecraft Joule). The Electrical Engine is part of the Forestry mod, which is no longer part of Tekkit for some reason or another. It performed that necessary conversion from EU to MJ.
