Crushing Blow is not chance to cast. According to Arreat Summit, ctc with "on Attack", "on Striking", and "When You Kill an Enemy" will not work when using Whirlwind.
PoorAmerican1. •. It will apply to every monster your javelin physically hits (so more than 1 if pierce) but not from the lightning bolts that come from LF. It will also work with charged strike. The issue, though, is you're only really going to benefit from it's use on bosses. Even then, charged strike is OP on bosses already.
Unfortunately I don't have practical exp with a Barb in D2. It does appear to apply full damage and the additional damage and % crushing blow when the offhand weapon hits but doesn't appear to apply it for the main weapon. I'll have to defer to others with more knowledge on this.
So - as far as I understand - Whirlwind in PoD is the same as Whirlwind in Diablo II Classic. I cant find any information about Diablo II Classic Whirlwind where it's explained if Deadly Strike, Crushing Blow and Critical Strike worked with it. I only found information about that for Diablo II Lord of Destruction.

Crushing Blow reduces monster hit points by a fixed amount, and it's effect decreases with the number of players in the game (0.5 + (0.5 * # players)). With the inherent +%Damage stacking this build has, plus the effects of Decrepify/Sanctuary Aura, we do a ton of raw physical damage, which will often outperform the effect of crushing blow.
Crushing blow is vital if you're running act bosses, particularly Baal (500k health) or the ubers. It's not so important against regular monsters. For a monster with 8k max health (common in hell), it'll have 4k health on average throughout the time you're killing it, so your crushing blow is averaging 1k damage, and half that vs uniques/champions.

There are really a lot of choices here but mainly look for weapons with % to crushing blow. The Crushing Blow stat combined with Static on chance to cast are definitely the way to go, you will want these stats and getting to is of vital importance the higher in level you get. Keep in mind that Blade Fury suffers a ¾ penalty.
So if you have a 5000 average zeal damage with 50% chance to critical strike, its like you have 7500 average overall damage. Adding 10% crushing blow against a 4000 HP player would make this worth ~7700 average overall damage. Crushing blow is also halved on ranged attacks, so 1/20 instead of 1/10 vs players with bows.
